[FEATURE] Add support to export a predefined resource as existing

We can already export resources from Azure, with in-flight analysis. However we may need to consider additional exporting options to make this easy to run consistently in a pipeline and store in a well known folder.

Additionally, exporting deployment stacks is not a resource that is currently exported. Also we may want to offer some options for limiting output.
