VoIP: Spectral shifting / HRTF #737

Is your feature request related to a problem?

Based on the april 12th-13th test.

Spectral shifting (pinna-related frequency response) simulation doesn't seem to be present, or is subtle to the point of it not having any significant perceptual effect. It is an important feature for positional audio.

Player voices heard from below and above the listener are not corrected, making them sound flat, the same as if they are level with the listener.

It'd be handy to have clear positional audio, since gain is already reduced with distance.

Describe your preferred solution

Steam Audio's HRTF is fairly decent at implementing spectral shifting, as well as providing extra features, but the default HRTF profile would need to be corrected or outright replaced with a less aggressive profile.

Built-in audio system does that to an extent already, but it generally doesn't fare well with sounds approaching 0db.

Describe any considered alternatives

While not ideal, gain reduction with vertical difference can do the trick to an extent. No alternatives are available to DSP, though, as frequency response entirely depends on the pinna shape reflecting more lower frequencies from below and rejecting them from above.
