Dependencies in almirah are managed using poetry.

Poetry provides a way to organize your dependencies by groups. For instance, you might have dependencies that are only needed to test your project or to build the documentation.

Based on this, developmental dependencies are grouped under a different group than main and are not installed by default. So is the case with modality specific dependencies too! This is intended :)
