Description
Today we see messages like "Smart Search is having trouble..." or "...returned 500" when Portal errors out.
When a request to Portal times out, we see a message that references "20000ms timeout."
These aren't very accessible to end users. We should have a place where we identify/catch these conditions and provide something more meaningful to the user, even if it is less specific. Make it clear that it may be that Portal is offline or not responding.
One tricky one is when Portal was offline for maintenance, we got authentication errors. Ideally, if we can't reach/resolve the site at all, we'll say something like "The court portal appears to be offline. Please try again later."
