Fix requirements.json test (#6186)

## Summary of changes

Fixes the allow list test

## Reason for change

In #6182 I backported the SSI list, but annoyingly looks like the test
was wrong, which has broken it

## Implementation details

Fix the test

## Test coverage

The test didn't run previously for "reasons". It _should_ run now
