User Ranking Display Interface

Provides a web-based interface to display the top 10 ranked users based on their chat activity.

• ECB-REQ-14: The system shall provide a web-based interface accessible via HTTP to display the top 10 ranked users. (Priority: High)
• ECB-REQ-15: The interface shall display each user's Twitch username and their corresponding message count. (Priority: High)
• ECB-REQ-16: The interface shall automatically refresh at a configurable interval (TBD) to show the most up-to-date rankings. (Priority: Medium)
• ECB-REQ-17: The interface shall display an error message if the ranking data cannot be retrieved from DynamoDB. (Priority: Medium)
