On Mac and Windows, unnecessary permissions are being requested

When the app opened, a permissions notification is opened asking me to allow Graphite to deliver notifications (in debug builds) and to find devices on the local network (in release builds).

I built and tested both dev and release builds locally.

The permissions dialog appears only on the first launch, which is expected.

Logs indicate the prompt is triggered during CEF initialisation (GCM / background services). This suggests the fix should involve disabling unnecessary CEF services at startup rather than UI or bundle configuration.
