Update to core libraries for build

This packages needs an update for Babel, Karma-cli and Webpack. This also includes the updates on its dependencies.

Lets keep this for Karma-cli and Webpack -- I'm going to open another issue for Babel because I think that's going to be a bigger undertaking.
