All parameters NotNull/Nullable

This's a kind feature request,

instead of doing
```java
public void MethodName(@NotNull Arg arg1, @NotNull Arg arg2, @NotNull Arg arg3) {}
```
It's better to be:
```java
@ArgsNotNull
public void MethodName(Arg arg1, Arg arg2, Arg arg3) {}
```
Indicating all parameters should not be null (or nullable).
