Bug: CPU usage percentage between HA and Windows don't match #368

Describe the bug
The CPU usage percentage in Home Assistant doesn't match the CPU usage the windows taskmanager performance tab.
Home assistant gives me a value of 1-4%. Windows performance tells me it floats between 15-50%

To Reproduce

  1. I've add the 'cpuload' sensor with a refresh time of 5 seconds
  2. I've added a gauge card using the sensor now available in HA
  3. pressed CTRL+SHIFT+ESC and then went to the performance tab
  4. compare the numberic values.

Expected behavior
I would expect the values to match.
At least more closely due to the 5 second refresh time.

  • Windows' UI language: English
  • HASS.Agent version: 2022.14.0

Additional context
MQTT broker is the mosquitto broker.
Multiple other sensors do match.
