Stage/Prod Workflows

Why these changes are being introduced:
We are ready for production deploys, so we need the stage & prod
workflows in place.

How this addresses that need:
* Add the stage-build GHA workflow (copied from the
mitlib-tf-workloads-ecr repository)
* Add the prod-promote GHA workflow (copied from the
mitlib-tf-workloads-ecr repository)

Side effects of this change:
None.
