Updating suit name in suite_report_git.py to use cylc review link

Currently the suite name field in the suite report only provides the suit name run by the developer. It would be more useful for code reviewers for this to be a link to the corresponding cylc review page as then code reviewers can quickly examine further why tasks are failing and hence provide better feedback.
