Description of issue
Setup Script fails in Gov Cloud

Repro steps:

1. Log into Gov Cloud
2. Attempt lab 05
3. Clone repo
4. Run setup.ps1
5. Observe script fails. None of the preferred regions are in Gov Cloud, so Get-AZLocation returns no regions.
