Get simple communication working

• Create python file on the laptop to send and receive data through serial
• Test the code in NYU-Robomaster-Ultraviolet/uart_example and make sure you understand how it works (especially decoding and interrupt)
• Make new branch, achieve the functionality to light up the LED on dev board through the python file on laptop
• Make pull request for the new code you wrote in your new branch
