it's not a requirement, your friend can install viaversion and viabackwards and you'd be able to play together

So, a quest craft client (older version 1.21.5 on a quest 3) could connect to a 26.1.2 server that has via version and via backwards on it?

You don't even need them to install a plugin on the server. You can use the viafabric mod to join servers of any version that don't have the plugin.
