Landfill becomes land after tiling (Diggy)

Describe the bug

On Diggy, I placed landfill and it turned into regular land after I bricked over it.
I double-checked with vanilla (sandbox) and there bricking over landfill works as expected.

Expected behavior

Removing brick floor placed over landfill will reveal landfill.

Steps to reproduce

Playing Factorio 2.0.4.1

1. Diggy map, default preset, using recommended mine speed boost (700%)
2. Place (bought) landfill over water
3. Brick over the landfill
4. Mine away landfill
