docs cannot be built in a pyenv?

Likely just user environment issue, but in case someone else hits

I have 2 envs: 
- pyenv using 3.13: For some reason the pyenv shims mess up sphinx 
- venv using 3.13: Having trouble installing reprozip over there, will address separately. Workaround here is to remove reprozip from setup.py and docs build fine.
