I've analyzed this issue and here's my proposed implementation plan:

Root Cause:
The error "Unexpected role 'user' after role 'tool'" occurs because Mistral/Devstral models have strict message ordering requirements. After a tool role message, the next message cannot be a user role message.

In the current code, when a user message contains both tool results and text content (like feedback), the conversion logic:

1. First pushes tool role messages for each tool result
2. Then pushes a separate user role message for any text content

This creates the invalid sequence: tool -> user, which Mistral/Devstral models reject.

Solution:
The codebase already has a mergeToolResultText option in convertToOpenAiMessages() (src/api/transform/openai-format.ts:17-21) that merges text content into the last tool message instead of creating a separate user message. This option was added for reasoning models facing similar issues.

The fix is simple: In src/api/providers/openrouter.ts at line 236-240, update the Mistral options to also include mergeToolResultText: true:

isMistral ? { normalizeToolCallId: normalizeMistralToolCallId, mergeToolResultText: true } : undefined

This will ensure that any text content after tool results is appended to the last tool message rather than creating a new user message, avoiding the invalid message sequence.

Yes, you're right! These issues are related - both have the same root cause: Mistral/Devstral models enforce strict message ordering and reject a "user" role message directly after a "tool" role message.

The difference is:

• Issue [BUG] Code mode does not work with devstral2 123b 2512 (NVIDIA NIM provider) #10540 affects OpenAI Compatible providers (like NVIDIA NIM) - PR feat: add strict tool message ordering setting for OpenAI Compatible providers #10598 adds a user setting to fix this
• This issue ([BUG] openrouter:mistralai/devstral-2512 -> "completion error" #10618) affects OpenRouter's Mistral models - my proposed fix is to add mergeToolResultText: true automatically for Mistral models in the OpenRouter provider

I'll proceed with implementing the fix for OpenRouter now. The solution uses the same mergeToolResultText option that PR #10598 exposes as a setting, but applies it automatically for Mistral models since we can detect them by model ID.

Opened PR #10630 with my attempt at addressing this. The fix:

1. Extended model detection to include "devstral" models (the model mistralai/devstral-2512 contains "devstral" not "mistral")
2. Added mergeToolResultText: true to merge text content into tool messages instead of creating separate user messages

This uses the same underlying mechanism as PR #10598 (for OpenAI Compatible providers), but applies it automatically for Mistral family models in OpenRouter.
