The model provided text/reasoning but did not call any of the required tools. This usually indicates the model misunderstood the task or is having difficulty determining which tool to use. The model has been automatically prompted to retry with proper tool usage.

Rolling back to 3.36.10 allows normal use, and this error does not occur.

I checked the history of issues and found that some people encountered similar problems, but they have not been completely resolved. I also tested other methods and found that this error occurs when using the model in the OpenAI Compatible way.

My organization provides the model service in this way. Although it is a bit strange, it can be well used in some other scenarios. I hope you can solve this problem.

I have analyzed this issue and here is my understanding and proposed implementation plan:

Root Cause Analysis

Since approximately version 3.37+, Roo Code migrated from XML-based tool calling (where tool definitions were embedded in the system prompt text) to native tool calling (where tools are passed via the OpenAI tools API parameter and responses use the tool_calls field). This is a fundamental architecture change.

When using an OpenAI Compatible provider with an organization proxy that does not fully support OpenAI function calling:

1. The proxy may strip or not forward the tools parameter from API requests
2. The proxy may not forward tool_calls from model responses back to the client
3. The model therefore cannot make native tool calls and responds with text only

This causes two error paths:

• "XML tool calls are no longer supported" -- fires when a tool_use block is created without a proper ID (line 298-319 of presentAssistantMessage.ts), which can happen when the proxy partially handles tool calls
• "The model provided text/reasoning but did not call any of the required tools" -- fires when the model responds with text only (no tool_calls in the API response), detected in Task.ts line 3593-3616 after 2 consecutive failures

In v3.36.10, this worked because tool definitions were part of the system prompt text (XML format), so any proxy that handled regular chat completions could work. Now, the proxy must support the full OpenAI function calling protocol.

Proposed Plan

I propose improving the error messaging and diagnostics to help users understand and resolve this issue:

1. Enhance the "no tools used" error message for OpenAI Compatible providers

In presentAssistantMessage.ts and the MODEL_NO_TOOLS_USED UI error, add a specific hint when using the openai provider with a custom base URL (proxy) that suggests the proxy may not support function calling. This helps users diagnose the issue instead of getting a generic "model misunderstood the task" message.

2. Improve the "XML tool calls" error message

Update the error at presentAssistantMessage.ts:304 to include additional context suggesting the API endpoint may not fully support native tool calling, rather than implying the model intentionally used XML markup.

3. Add a diagnostic log on first "no tools used" occurrence

Before the first retry, log a warning that includes the provider type and base URL to help with debugging.

Files to modify:

• src/core/assistant-message/presentAssistantMessage.ts -- improve error message at line 304
• src/core/task/Task.ts -- add provider-specific diagnostic context to the no-tools-used error path (~line 3597-3612)
• webview-ui/src/i18n/locales/en/chat.json -- update noToolsUsedDetails to mention possible proxy incompatibility
• Other locale files for the same key (translations)

This approach provides immediate help to users facing this issue without requiring a larger architectural change like re-adding XML tool calling as a fallback.
