Adjust the GitHub actions to skip execution of release build for MD files that do not impact actual SDK

@sc-ivanlieckens What do you think about handling this with a no release tag on the PR. There are other scenarios where we might want to merge changes that dont require a release. Using a tag means we can manually choose instead of having to bake logic into the release scripts?
