The OpenROAD (OR) engine source resides in tools/OpenROAD/ (git submodule). For C++/Tcl development, refer to tools/OpenROAD/AGENTS.md.
A change to flow/Makefile, flow/scripts/*.mk, flow/scripts/*.tcl, flow/scripts/variables.yaml, flow/platforms/*/config.mk or flow/designs/**/config.mk is checked against every rule in docs/contrib/MakefileContract.md.
