[Feature Request]: Add full waiting room capability #295

Describe the feature request
I would like to see a full waiting room that allows a moderator to select people who can join a call and allows users to gather in a waiting state (connected but not publishing or subscribing) to wait for the host to let them in.
Currently, the feature that is called waiting room is only a settings page for joining calls, not an actual live waiting room.
