create a plugin that lists all abilities

I tried to add an ability to a plugin and found it was hard to verifiy that I got it to work

So I am suggestioning we create plugin that adds a page to the tools menu that list all the abilities and their properties etc.

And maybe enable them to be run/called

It seems to be an good idea but no one has the time I am happy to create it.
