Overview

We need a CI Build and Format checking system

Motivation

Lets contributors know if they've made a mistake, and can be used to prevent PRs being merged that don't meet our standards.

I can probably do this but if you're switching to cmake it'd be easier to work on this issue after the cmake issue is finished (if that has any indication of finishing relatively soon).

Yea it's probably wise to wait until then. It should be done in a couple days, @meisZWFLZ is just busy prepping for states

The first half of this issue (Building) is able to be completed with ZestCommunity/build-action#1.
