* chore: mirror the release workflow form changes The cloud repo renames Backport's confirm_stabilized input to patch_released_lines and drops Retire's early-retire path. This keeps .github/release identical: the renamed input in summaries and tests, and the retire_line refusal helper and its tests removed.
