When syncing to a blank target instance with NO Page Models, 404 error

Got this error (as well as a larger axios error):

Error downloading page templates: Error: Unable to retrieve Page Templates.
```

I checked and the Mgmt API returns a 404 if there are no Page Models.  It should be returning an empty list for those, so this is actually an issue in the Mgmt API.
