Jail does not respect role hierarchy

Describe the Bug

Jail command allowed a Moderator to jail a Senior Moderator.

To Reproduce

Steps to reproduce the behavior:

1. Issue a jail command against a senior moderator as a regular moderator

Expected Behavior

An error message saying you can't jail a role that is higher than your own highest role.

Might instead be a misconfiguration, but I'm doubtful about that.
