Add design decisions on Tag component to DS website

What

We have updated the tag component with the new brand colours. As a result of this, we ran into some accessibility issues as the new updated colours made the text less legible. To solve this we have added a border to the tag colour and increased the padding to 4px top/bottom. This decision isn't captured anywhere on the design system website.

We discussed that the best place we can talk about this is in the tag component page. We can add a title 'design decisions' and talk about the decision there.

All it needs a simple markdown change and someone to double check the content.
