Identify and implement use of 95% tint blue #6374

Brief
Due to brand colour changes, scheduled for V6 of GOV.UK Frontend, we would like to investigate the use of the 95% tint blue in replacement of govuk-colour("light-grey") in our components and patterns.
This work includes a review of the Design System for where we currently use govuk-colour("light-grey") and whether some of these instances could use 95% tint blue instead. We will also look at the impact of other elements on 95% tint blue background, for example, link colour.
If we identify more instances than the ones we have already changed (Cookie banner, GOV.UK footer and Service navigation) this could include implementation as a stretch goal.
