Remove the Batik SVG library once JSVG has been tested for a while #7969

Description
The PR at #7941 switches SVG loading for NetBeans icons from the Batik library to the lighter-weight JSVG library. Once said PR has been merged and used for a little while, we should remove the Batik library altogether (platform/libs.batik.read).
Use case/motivation
Avoid shipping a library with many JARs that are no longer used.
