The conesearch table is indexed by healpix pixel ID and time, so they can't be two different object with the same ID and time. This is clearly a problem for fast moving objects such as satellite glints that can leave many alerts on the same exposure, but within the same pixel (we use nside=1024, that is pixel size of about 3 arcmin).
