Bump cacheable-request and ibm-openapi-validator in /tests

Removes [cacheable-request](https://github.com/jaredwray/cacheable-request). It's no longer used after updating ancestor dependency [ibm-openapi-validator](https://github.com/IBM/openapi-validator). These dependencies need to be updated together.


Removes `cacheable-request`

Updates `ibm-openapi-validator` from 0.58.2 to 0.97.3
