Adopt github-codebuild-logs

Now that jlhood/github-codebuild-logs#3 is fixed, I would like us to try adopting github-codebuild-logs[1] for our repos that use CodeBuild. It's not a perfect solution, but it will at least give us a workaround for getting build results available to people who are not on our team.

Any other uses cases for this not covered by https://github.com/aws-actions/aws-codebuild-run-build ?

Otherwise this can probably be closed.

I think the only use-case that is not addressed by that Action is cases where we need to run stuff in CodeBuild on pull requests from forks.

I have some leads on how to address that need, but nothing actionable yet (no pun intended).
