Allow using open matching for open CapacityReservation #8510

What problem are you trying to solve?
We have for example a nodepool with 3 different instances (c/m/r) that we want karpenter to pick the right instance from.
We also want to reserve the minimum capacity that we use during the week to guard against availability issues.
This does not work when the capacity reservation feature gate is enabled old issue.
I also make not much sense to me to have an open reservation that is not allowed to openly match.
So I'd propose that we either allow open matching (POC), or add an opt-in flag for open matching (either global or per nodepool POC)
