Add API for controlling addressable LEDs

The LEDs on the Tanmatsu are controlled via the coprocessor.

The LEDs on the other devices are controlled via the RMT peripheral. See https://github.com/badgeteam/hackerhotel-2024-firmware-esp32c6/tree/master/components/ledstrip

Might be useful to make the LEDs available via two separate APIs:

• For decorative LEDs (SHA2017, MCH2022 & the three LEDs on the right side of Tanmatsu)
• For functional LEDs (HH2024 has a LED indicating radio state & message received, Tanmatsu has a power, radio and message LED)
