Refine script for automating address and ABI updates

I think this can wait until we get the V3 update pipeline running smoothly. See #644 for context

TODO

• update Balancer V2 addresses to use script data
• make script consistently sort contract addresses on each run ( affected by promise.all response timing )
• write guide for README / notion on how to update script to handle new contract name
• Investigate type complaints with new way of exporting addresses
