[Help] Can someone explain how the popout mechanism works?

I am working on my own rice and it's going great, but I want to ask a few questions about the popout mechanism. Can anyone explain to me in brief how the hover thing works and also about the curved borders?

Only way I am currently able to put stuff on the screen is by using anchors inside of Quickshell.PanelWindow is there any other quickhell type used for popouts?

Sorry if this bothers you, but it's really hard to tell just looking at the config files. Thanks in advance!
