Chore: Move config and snippets to a separate package own package

Configs for the following should be moved to separate packages.

• CSpell
• ESLint
• Stylelint
• Prettier

The snippets should also be moved out into a CLI and/or package with post install to add the snippets to VSCode.

Documentation explaining their setup should be added to the Readme.

I created this repo as an example of how snippets might be housed in their own repo.

Q: Should these packages be in their own repositories, a monorepo, or here in a workspace?
Q: Do we want to offer options? On things such as quotes. If so is that a CLI based Q & A or a config file? Note: a config file could be generated as part of a Q & A.
Q: Is postinstall a bit too sneaky? Should we simply have a repo and cli that can be run to install/update? A post install is slightly better when it comes to automatic updates.
