Add `ActionConfiguration` to the `action.configuration.json`

The Current ActionConfiguration should be including the ActionConfiguration from Tucana

When Aquila is running in Dynamic mode it should save incoming configs from Sag. into the file so that when Aquila switches to Static it can load them. Also when Aquila is configured in Static, it should send the ActionConfiguration inside the File

If this is not implemented Actions wouldn't be able to trigger Event Types when the Runtime is running in Static Mode

1. Problem:

• this would expose secrets into a file (this could be problematic as the database is secured but the file is accessible

2. Question:

• when Sag. is not ready Aquila will reject every request, this is not problematic for the execution as Draco and Taurus dont need Sag. to run. But the Action will, Aquila would default to rejecting all request when Sag. is not available. How should I behave? Reject or take the current Configurations inside the file?

Ik but its important for Action Support for the Static Runtime, if Adapters get eliminated soon, this becomes really really important
