Implement a scoring system for reports

I would like to implement a scoring system. And currently have the following ideas:

1. If a report is present, some points
2. If a or multiple plants are defined and geolocated, some point(s)
3. Score some points for the ammount of observations in a report
4. If an observation is within all standards, x points; if within a few standards, less points. If it exceeds a standard, substraction of points.
5. If "amateur" observations are made for a zone, extra points.

Overall, I would like to:

• Encourage reports
• Encourage amateur observations
• Encourage transparency.
