Either the certificate file is out of date (C:\xampp\apache\bin\curl-ca-bundle.crt) or your antivirus is intercepting the request.

If you comment out the openssl.cafile line in you ini file and still get this issue, then it is an antivirus problem (because the installer supplies its own certificate authority data if it cannot find any on your system).
