Support fetching tags on older commits

I have a use case where older commits get tagged after HEAD has moved forward to other commits. These tags are not picked up by the resource checker and I have to manually clear the resource cache before running my build to be able to get the latest state of the repo passed to it.

Have you tried setting fetch_tags to true in the resource's source? I'm curious if that has any impact in situations like this.

I have, and it works fine if the checking also brings in a new commit. However if I have a commit B that is after commit A and the tagging on commit A happens after commit B has been picked up by the resource, then if I rerun the checker it won't fetch the tag on A.
