Deno 2.5.x inoperable; Fatal Error: HW Compatibility

Not present on 2.2.15

Deno release versions 2.5.3 through 2.5.5 are inoperable on my machine. Attempting to run deno prints

Fatal Error: HW capability found: 0x178BFBFF 0xFED8320B, but HW capability requested: 0x20000000 0x00.

and exits. deno --help fares no better.

Replacing the deno.exe executable with the v2.2.15 executable from GitHub releases fixes the issue; running deno will successfully drop me into a repl.

Online searches return nothing. All I know so far is that I believe the error to be from a dependency of Deno; I tried searching the Deno source and the string "HW capability" does not appear to be present.

Fresh install via the PowerShell script.

You can debug further if you want by using deno upgrade $commit you can try commits between 2.2.15 and 2.3
