Thoughts on adding a `pre-commit-hooks.yml`?

it's another root-level config file which can get exhausting but would allow using deno lint (and ideally deno fmt) with https://pre-commit.com.

not sure if the pre-commit-hooks.yml should really go here to support both deno lint and deno fmt or if that requires adding pre-commit-hooks.yml in 2 different repos

either way, might be out of scope so feel free to close
