Sometimes uninitialized constant Dry::Validation::Messages::Resolver error occurs in production sites. It originates from this line

Restarting the server solves the issue.

Not without a reproducible example. Constants are loaded by zeitwerk, your code must only require 'dry/validation', the rest is loaded automatically. Check if it's loaded properly in your code.
