Turn Elekto into proper Python module

In order to solve #96, we need to package Elekto as a proper Python module with version information.

That has other benefits as well, including a much nicer install experience for non-Kubernetes users. And possibly getting Elekto packaged for some of the Linux distros.

@jberkus I have tackled similar issues in the past, but it involved moving over to Poetry for (package) management. Is that an acceptable approach? It won't hurt; using Poetry is a much more mature way of dealing with Python applications and its dependencies compared to requirements.txt. Got any examples of references regarding packaging and running it easily on Linux?

To date, all of our installation instructions have been container-based.

Here's the goals of this issue:

• have a programatic way to identify which version you're running
• be listed on PyPi

If poetry satisfies both of those, without adding a bunch of new dependancies to the project, it's fine with me.
