WebPageTest is open source, maintained by Google (the link above is to a version hosted by them offered for general use). More info here

This is cool for a few reasons. First, a Dockerized version of this could be run with some CI for the site, to track changes in performance with changes to the site. Second, there is an API that (if the above doesn't work) could be used to accomplish the same, but probably most reasonable is to track performance of the production version.
