add a deployment check

Add a function to check if the deployment to prod is disabled or enabled.
for eg : it can check a gitrepo called 'osio-deploy-prod' and see if there's an indicator that says enabled / disabled.
Then check in the Jenkinsfile of the specific repo to see if prod deployements are disabled
