Problem description

The PyVelox wheel builds job seem to run on the bare ubuntu runner with gcc 14.2.1 . Unfortunately GCC seems to have some new warning flags set which we need to fix before we can successfully compile it on 14.2.1. A temporary fix is to just use our default ubuntu container.
