With recent EDD enhancements and the availability of these functions in the admin dashboard now, this is likely possible in 2018. :)

Same question as with PayPal: It might be possible, but would you want that if you have a larger support team?

My support team has full authority to refund. So maybe someone needs permissions for another team but most users I'm aware of with this extension are small teams (1-3) doing support via HS and EDD.
